CHARTERED
ENGINEER'S (CE) CERTIFICATION AND
PRE-SHIPMENT INSPECTION (PSI)
Chartered
Engineer's Certificate OR Pre-Shipment Inspection (PSI) is a Third
Party Inspection service provided by independent inspection Agencies
to various governments in Africa, Asia and Latin America since 1965.
In India the Central Government notifies the Export Import Policy
(EXIM Policy) under Section 5 of the Foreign Trade (Development
and Regulation) Act 1992. Under the provisions of the EXIM Policy
the Director General Foreign Trade (DGFT) compiles a Handbook of
Procedures (Vol-1 and 2) which specifies the List agencies that
are authorized to carry out the Pre Shipment Inspection.
DGFT, in the the EXIM policy notified on 31st March 2002, has authorized
twenty three companies in the Appendix 28 of the Handbook of Procedures
Vol-1, as "Inspection and Certification Agencies". These
certification agencies are authorized to carryout the Pre Shipment
Inspection and Certification work for the Government of India. (Click

These Pre Shipment Inspections are also referred to in India as
Chartered Engineer's Certification. The assignment essentially entails
the inspection of Second Hand Capital Goods/ equipments or materials
after manufacture at the Port of Origin OR country of supply, but
prior to shipment, on behalf of the Importer for the Customs Authorities
of India.
The nature and scope of the inspection performed varies depending
upon the requirement of the Customs Authorities.
